If the shellac is cut with enough wax, the poly will not bond to it. When refinishing floors, cannot splice or fan a finish in if the customer has been waxing their floors.

Polyurethane (and waterborne finishes) can go over shellac if it’s dewaxed shellac. Both waxy and de-waxed shellac will go over polyurethane varnish with no problem, but if you intend to put on more poly for some reason, you should use de-waxed.
Or, easier yet–you should just be able to put on some dewaxed shellac over the “waxed” stuff, and then you can put *anything* on top of that!
