Yes, Walmart can develop 35mm color and black & white film but it may vary depending on location. The film is sent to Fujifilm North America. Film development is available in the store using a paper envelope that is dropped at the store and there is no option online.
USA Walmart location no longer develop film locally unless otherwise noted, they will send out film, and there are drop in dropbox at the Kiosk. So, you have to wait for a while till it is processed, and ready for pick up print.
