My best answer was Wal-Mar t , the second largest retailer in the world, entered Japan in 2002. It used its common foreign strategy of creating a joint venture by purchasing large stakes in local retailers and taking control of ownership by gradually increasing the investment.
It is not because Koreans are not open to western culture or practices . As a matter of fact, Koreans are really open to new culture, products., and or technology. I think it is fair to argue that Wal-mart did not do enough research or cross-cultural training before it actually launched the stores in South Korea.
